Built around the opening
Most bags fail where they open. A zip is a seam, and a seam is where water finds its way in. The roll-top removes it.

Rain was the brief
The shell is a coated Oxford weave — water beads on the surface and runs off rather than wicking through. The roll-top closes the one place a bag normally lets water in.
Where the line is: this is water-resistant, not waterproof. It handles rain, spray and a wet commute. The seams are not taped, so it is not built to be submerged.
